As many area producers are planning for planting this spring, FSA (Farm Service Agency) has been working on regulations for the 2009 program year. While regulations are still being written for some programs, other programs are available for enrollment.
The 2009 Direct and Counter Cyclical (DCP) program is currently being conducted at the Cherokee County FSA Office. In addition to DCP contracts, all producers receiving payments will be completing new payment eligibility paperwork for 2009. These forms are more detailed than previous programs and may take longer to complete.
Sign-up for the 2009 DCP program will continue until June 1, 2009. There are no late filed provisions that apply to the 2009 DCP program. Eligible producers will receive direct payments at rates established by statute regardless of market prices.
For 2009, you may request to receive advance direct payments based on 22% of the direct payment for each commodity base established on the farm. Counter-cyclical payment rates vary depending on market prices and will be issued only when the effective price for a commodity falls below the target prices for the marketing year.
Producers who are eligible for the DCP program will also be eligible to make an election to enroll in the Average Crop Revenue Election (ACRE) Program.
The enrollment period for the ACRE program is anticipated sometime later this spring. You may now first enroll in the DCP program, receive an advance direct payment and then, elect to enroll in the ACRE provision. If you do not elect later to enroll in the ACRE provision, you will remain enrolled in the DCP program for the 2009 crop year.
FSA encourages producers to take a little extra time now to get signed up - before spring field work starts.
