City, CPA begin labor negotiations

Annual appointments made at organizational meeting

In Collective Bargaining action, the Cherokee City Council Tuesday night received and replied to the initial labor contract offer from the Cherokee Policeman's Association (CPA).

In closed session, the Council received the initial contract offer from the CPA, as follows: 3-year contract; 6% wage increase the first year, 4% wage increase the second year, and 5% wage increase the third year; employee to contribute 15% in each of the three years toward dependent health insurance premiums with no changes during contract; after 20 years of service, an officer leaving employment will have two options for unused sick leave:

Option 1 - put unused leave in an account to be used to pay health insurance premiums until the account is exhausted; or Option 2 - take a lump sum cash payout of unused sick leave; sick leave may be accumulated to a maximum of 200 days; funeral leave to include grandparents of the officer and grandparents of their spouse; life insurance benefit to be set from employees' salary.

In a unanimously-approved motion, the Council then presented the City's initial offer to the Cherokee Policeman's Association as follows: 3-year contract; 3% wage increase in each of the three years; employee to contribute 15% in each of the three years toward the employee's and their dependent's health insurance premiums.

Negotiations between the two parties will now begin until an agreement is reached.

*Iowa Surface Transportation Policy Committee - Jim Peck

*Iowa Surface Transportation Technical Advisory Committee - John Meis

*Fire Department Officers - Gary Chase, Fire Chief; Randy Reeves, Treasurer.; Ron Goth, Secretary.

*Official Newspaper - Chronicle Times

*Media to receive council agendas - KCHE, KICK, KKIA, KTIV, KCAU, KMEG

The Council also unanimously approved the following Mayor's appointments:

*Historic Preservation Commission - Jim Adamson, Bev Zieman, Jolene Schumacher, Tim Greenwood

*Cherokee County Conference Board - Mayor Murphy

*Cherokee County Emergency Management Commission - Mayor Murphy

*Cherokee Economic Development Board - Chad Brown, Brenda Perrin

*Cherokee E911 Board - Jim Peck

*Council Department Liaisons: Police - Mayor Murphy

*Fire - Mick Mallory

*Street - Jim Peck

*Parks & Recreation. - Council Member Dan Morrow

In other action, Mark Buschkamp, Director of the Cherokee Area Economic Development Corporation, presented the group's annual review. He highlighted various projects that have been completed in 2012.

In his report to the Council, Eikmeier reported that there have been several water main breaks in the City in the last month with the advent of colder weather, with two occurring on the one block long Hillside Street.

Also, the City is taking proposals from three engineering firms on a couple of upcoming water main projects.
